Subject: Request for clarification regarding Commissioner Giuntoli’s “swimming with the fishes” email
Dear Olympic Medical Center Board of Commissioners,
My name is Matthew Ready, and I am an elected commissioner of Jefferson County Public Hospital District No. 2, Jefferson Healthcare, in your neighboring county.
I am sending this communication to the commissioners of both public hospital districts and other relevant elected officials for informational purposes and to request an appropriate institutional response. I am not requesting or encouraging deliberation by email. Any board discussion should occur in a properly noticed meeting consistent with applicable law.
A person reviewing records relating to OMC’s Project Driftwood / Peninsula Health Alliance process provided me with the following email, which they obtained through a public records request:

“This dufus is so out of the loop he doesn’t seem to know they withdrew. What is trying to achieve now? Some form of control? Does he realize he violated an NDA which harmed OMC? Back in my old Chicago neighborhood he’d be swimming with the fishes.”

The email appears to refer to me. The phrase “swimming with the fishes” is commonly associated in American popular culture with organized-crime violence. I am not asserting that Commissioner Giuntoli intended a literal threat of physical harm, nor am I asserting that any criminal conduct occurred. I am requesting clarification regarding the meaning and context of the statement and OMC’s institutional response to it.
Please address the following questions:
- How does Commissioner Giuntoli, or alternatively OMC, explain the statement that, in his old Chicago neighborhood, I would be “swimming with the fishes”?
- Was the statement a joke, a figure of speech, an expression of anger or hostility, a reference to retaliation, or something else?
- Is OMC aware of any conduct, communication, or circumstance associated with this matter that would reasonably cause concern for my safety, the safety of my family, or the safety of Jefferson Healthcare personnel?
- Does OMC disavow threats of violence, intimidation, retaliation, or other improper conduct directed at any public official or participant in the Peninsula Health Alliance controversy?
- Has OMC reviewed this communication under any applicable commissioner conduct, ethics, civility, workplace safety, anti-retaliation, or governance policies? If so, please identify the applicable policy and describe OMC’s institutional response to the extent permitted by law.
- Does OMC consider this communication consistent with the standards of conduct it expects from its elected commissioners when discussing officials of neighboring public agencies or other elected officials?
